
Thai Prime Minister Paetongtarn Shinawatra presents a twisted narrative of border and international-law abuses, instead accusing Cambodia of being a cybercrime hub. Using this new storyline, Thailand has justified dramatic measures such as cutting cross-border access and suspending the supply of internet, electricity, and other services, even though Cambodia had adopted these measures long before Thailand’s announcement.
So, what is Thailand’s aim right now? Below are some insights.
Before using this new twist plot, Thailand faced diplomatic challenges despite efforts to cover up their actions. The Ministry of Defense and the Ministry of Foreign Affairs held several briefings on the Cambodia–Thailand conflict, on 9 June and 16 June 2025, summoning about 47 diplomats to explain Thailand’s stance and aims to use diplomatic pressure on Cambodia. These briefings may not have met the Thai government’s expectations, so Thailand then shifted to a classic reframing strategy. By changing the story from “abusing international law” to “fighting cybercrime,” Thailand seeks to:
1. Shift the conflict’s core issue: reframe the border dispute as a cyber-crime problem, moving attention away from legal and sovereignty questions and casting it as part of a global security threat.
2. Deflect international criticism: take the spotlight off their wrongdoings, such as ignoring court rulings and bilateral agreements, by spotlighting its new cyber-crime campaign.
3. Enhance international reputation: reposition itself from regional aggressor to responsible global participant, in other words, transform its image from villain to guardian of international security.
Thailand’s new strategy also appears aimed at regaining domestic support. The government needed to justify its sudden measures, yet the timing raised questions: Cambodia had already stopped buying supplies before Thailand’s announcement, making Thailand look reactive rather than proactive. In order words, their measures announcements are late instead of leading. By introducing cyber-crime as the new focal point, the Thai government may be trying to prevent public criticism from its late response to Cambodia’s decision to stop importing goods and services from Thailand.
